We considered cities with under 10,000 residents to be small cities. We divided the cities into one of three size categories based upon population. This study examined a total of 869 cities in the state of Pennsylvania. Overall, the average crime score for Pennsylvania cities was 30, with the safest city in the state having a score of 3, and the highest crime city scoring 275. Our crime score considers the number of crimes committed in each city, while taking into account crime severity, with serious crimes such as murder having a larger impact on the score. Using crime data provided by the Federal Bureau of Investigation, we developed a crime score for each city that provided data that reflects the levels of reported crime.
